Brief introduction to Technical Standard part:
The department is responsible for: doing research on the management system, self discipline mechanism, institutional reform, and developing strategy of the certification industry; organizing survey and research on the theory and policy of the development of the industry; organizing members to give suggestions and opinions on the supervision and law enforcement activities of the government; organizing members to give suggestions on the standardized requirements of the certification institutions; giving opinions and suggestions on the development of the industry and institution construction to relevant departments; organizing research on relevant certification standards and professional requirements of home and abroad; organizing the formulation of relevant certification standards, certification basis, and professional requirements; research on the application of relevant certification and accreditation technologies, and organizing, managing, reviewing, approving and evaluating the standard system and its amendment.
At present, the research topic “Research on the Credit System of Certification and Accreditation Industry” applied by the Department of Technical Standard has been approved by the General Administration of Quality Supervision, Inspection and Quarantine of PRC, and in already in the stage of research. The research will start from the industrial credit construction and test on different subjects in different institutions through establishing demonstration base. It will continue to perfect and summarize a scheme of universal guidance significance and extension value, so as to try to explore the route to China’s industrial credit guarantee system, to establish a favorable environment for certification and accreditation market, to establish a credit guarantee system for the certification and accreditation industry, to perfect the certification and accreditation credit system, to establish a complementary supervision and guarantee system among government supervision, industrial self discipline, and social supervision, to build a favorable environment and culture for certification and accreditation industry, to cultivate the credit awareness of the responsible subject of certification and accreditation, to regulate the license activities and market order of the industry, to reinforce the effectiveness of the industrial self discipline and supervision, to comprehensively enhance and guarantee the effectiveness and the public trust in government on certification and accreditation, and to lay a foundation for promoting the innovation in system and service.
The department has organized to draft 2 national standards and their implementation, namely the “Credit Evaluation Standard of Certification and Accreditation Institutions” and the “Credit Evaluation Standard of the Licensed Personnel of Certification and Accreditation Industry”.
In line with No.3 announcement of Certification and Accreditation Administration of the People's Republic of China in 2006 (“Standardized Management Measures for Certification Technology”) and the demands of the institutions, for the purpose of better promoting food safety certification, the department, entrusted by the science and standard management department of Certification and Accreditation Administration of the People's Republic of China, has organized member institutions to compile and has already finished the standard document of food technology, which is now in the stage of public notification.
The department has also organized member units to compile the “Management System Standard for Vocational Health and Safety” (OHSAS 18001:2007) and the “Requirements for Quality Management System”（ISO 9001:2008）and other national standards.
It has also organized and compiling of relevant standards and documents on how to identify the audition experience of the second party, and now it has organized experts into the research phase.

Brief introduction to the training part
Authorized by the CNCA, the department is responsible for the confirmation of the certification training course and supervision and management after confirmation. Since the confirmation system is a voluntary system, the association will confirm the training courses of the training institutions approved by CNCA according to relevant confirmation regulations. The department is also responsible for the confirmation of the training courses and teachers of new fields, as well as training, registering, supervising and managing the certification teachers.
To meet the demand of the construction and development of relevant certification mechanisms and personnel, the department is responsible for: formulating the education and training outline of the employees of the industry; guiding the institutions to some training works that are closely related to certification, such as pre-license training, further education, education on professional re-development, and to formulate training outline and textbooks; opening training classes, business lectures, technical exchanges, and itinerating lectures of experts to update the knowledge structure of the employees and enhance their business level; with the development of certification and accreditation, studying and developing relevant training services and work.
