 Department of Membership Supervision

I. Duties of the Department
The department is responsible for: registering and managing membership and collecting membership dues; protecting the legitimate rights and interests of members and perfecting the membership license security system; formulating and implementing measures of reward and punishment for members; the insurance for the employers and personnel licensed responsibility; guiding standardized management and operation of the organs; drafting the activity schemes for branches and professional committees, and coordinating and assisting these branches and professional committees on the activities; organizing other membership services.
Under the codes for industrial self regulation, the department is also responsible for: organizing the drafting and formulating and implementing of the industrial license codes, relative rules, and industrial management regulations; drafting the measures and system of industrial self discipline; organizing the peer reviews, technical evaluation, and proficiency tests among members; education on the professional ethics and license disciplines of the certification personnel and trade ethics construction; answering complaints from members; assisting government organizations with the annual examinations on the license conditions of the membership organs.
II. Fulfillment of the Duties
A. Membership management
The association now has 260 corporate members, including 69 standing director units, 94 director units, and 97 member units, plus 5 standing directors and 25 individual directors.
B. Membership service
1. Sending “Ruleline” software to every member units for free.
2. Proactively learning the requirements of the members, visiting mainstream certificate authorities, and hosting trade self-discipline tea parties and symposiums on food certification and risk control.
3. Having designed the member news and industrial talent market, a platform for exchanges between members and talent demands.
4. Proactively learning the demands of the members, recommending insurance types and providing insurance consultancy service for free to the members with demand of certification insurance. At present 4 units have finished the procedures of certification insurance.
5. For meeting the demand of international exchanges of members, having organized 2 groups of 12 people to visit the certification organs of Australia, New Zealand, UK, and Switzerland, etc.
C. Self regulation on price
1. Since Oct. 13th, 2006, the association has issued a series of self regulation codes on price and supporting management measures:
Oct. 13th, 2006: “Convention on the Self Discipline of the Certification and Accreditation Industry of China”, Fair Competition Codes for Certification Organs—Provisional Regulations on the Certification Price of Management System”.
Dec. 5th, 2006: “Management Measures for the Credit Margins of Fair Competition of the Certification Organs”, “Measures on Notifying the Information on Certification Price”, “Processing Measures for Complaints and Accusations on Trade Self Discipline of CCAA”.
Mar. 13rd, 2007: “Implementing Measures on Supervising and Examining Certification Price”, “Management Measures for Price Inspectors”.
Apr. 12th, 2007: “Procedures of Investigation and Treatment on Self Discipline Codes Violations”.
2. Having successfully implemented the annual routine price inspections and non-routine price inspections.
3. Establishing complaints mailbox, and seriously and fairly treating letters of complaints and the violations discovered during price inspections.
D. License organ conversion
1. Since Oct. 13th, 2006, the association has issued the self discipline codes and supporting processing procedures for license organ conversion of auditors:
Oct. 13th, 2006: “Provisional Regulations on License Organ Conversion of Certification Auditors”.
Dec. 5th, 2006: “Procedures of License Organ Conversion of Certification Auditors”.
2. Timely processing the applications for license organ conversion of auditors, replying relevant questions, openly and fairly checking and processing relevant procedures, and timely modifying personnel registration system.
3. Treating complaints and accusations, and investigating and timely treating violations.
We hope that all levels of departments in charge, member units, and employees will guide and monitor our work.
